When berth is not available in sufficient no why generate waiting tickets, & refund policy is so damp fool passenger lost all money, neither refund nor travel in train very gud railway

very bad train.i can't write in words .what about punctuation running 9 hours late.no pentry in train& stopping about 30 min to 1 hour at some place where no water to drink nothing to eat.if government can't running train successfully than what's the use of railways they shut down it.
